Scope of Review

The City of Philadelphia has engaged Montgomery McCracken and CNA Institute for Public Research to conduct an independent after-action review of the Philadelphia Police Department’s preparation for and response to protests and demonstrations that began in Philadelphia on May 31st in the wake of the killing of George Floyd.

The review will take a critical look at the Philadelphia Police Department’s policies, procedures, and practices to identify whether it was compliant with current policies and whether its current policies align with national standards and best practices.

The review will provide recommendations that the Philadelphia Police Department can implement to further improve public safety, transparency, and restore the trust of the community.

Montgomery McCracken and CNA would like to hear from individuals and organizations within the Philadelphia community that participated in or were affected by the protests and demonstrations that took place as of May 31, 2020.
